Responsibilities
  • The execution of project work, in accordance with the Discipline Design Instructions, including Foster Wheeler and/or Project Procedures on Safety and Quality Control, within the man-hour, cost budgets and the project schedule targets
  • Liaise with the Lead I&C Engineer/Project Co-ordinating Engineer regarding the interpretation of Client's Specifications and Standards
  • Assist Lead I&C Engineer to review the project execution developed by the Cost and Planning Department
  • The direction and control of control system engineers assigned to the project
  • Co-ordination of the technical standards of control systems
  • The identification of the full scope of control system work
  • Assignment of personnel to specific tasks within the control system engineering & design team
  • Assist Lead I&C Engineer for the following activities relevant to the control system work:
    • Preparation of detailed plan to achieve compliance to the project schedule
    • Preparation of a Project Quality Plan and program by input to DMRS for control system deliverables and activities
    • Review initial designs, specifications, drawings, requisitions, and other data necessary to establish correctness of design and adherence within each project stage to established material and equipment budgets
    • Direct the development of project specifications, standards, designs, drawings and requisitions within the Discipline Project Assigned Team
    • Advise Materials Management Department, in conjunction with the Chief Engineer, on the engineering acceptability of Suppliers
    • Review regularly progress on the control system work and submit monthly progress and DMRS reports to the Lead I&C Engineer
    • Review workload regularly, to ensure that the Discipline Project Assigned manpower is used efficiently
    • Resolve problems arising from differences with other Discipline Project Assigned Teams, major technical problems and policy matters.  Seek advice from the Chief Discipline Engineer when necessary
    • Review and approve, or arrange the approval of all documents requiring the signature of a Discipline Authorised Engineer.
      Take action on Audit Reports as required
  • Review and comment PFD/P&ID for any control/interlock//safety related representations
    Participating in HAZOP/SIL review meeting. Implementing safety instrument design as per review reports
    Implementing safety instrument design as per HAZOP/SIL review reports, performing the calculation of SIL definitions and preparing safety requirement specifications
    Update of P&ID and instrument structure design for the SIL requirements
    Preparation of I/O list.
    Preparation / review / development of specifications of DCS / SIS / F&G systems and any other PLC related systems.
  • Preparation of system architecture for DCS, SIS, F&G, or any other control systems
  • Preparation of material requisitions for DCS/SIS/F&G systems, SCADA or any other control systems required for the project.
    Preparation of technical bid evaluations of suppliers’ proposal for control systems
  • Preparation of the control system requirement for package units; supporting package specialists for MR, technical clarification and bid evaluations, document review and approval
  • Coordinating the interfaces between package unit control system and plant control systems
  • Review and approve vendor documents for incorporation into the design and co-ordination with other disciplines. Provide the input to other disciplines, such as electrical consumption for electrical power supply design, heat dissipation for ACMV design, weight and dimension for civil/architecture design
  • Coordinate with each control systems for interfaces
  • Preparation of cause & effect matrix, logic diagrams, control narratives and safety narratives, any other necessary control & ESD system related documents for the system configurations
  • Perform the calculation of SIL verifications and revise the instrument design structures where required
  • Review and check the all the activities and documents required for the lifecycles of the safety instrumented system
  • Review and approval of suppliers’ hardware and software configuration
  • Design of control room layout
  • Instruct and advise instrument design team for the control system hardware and cabling installation design, system cabinet earthing and grounding design
  • Preparation of instrument bill of quantity and subcontractor requisition for control system hardware installation work
  • Review/comment/approval of supplier’s test procedures; attend FAT/SAT and follow up with any punch list
  • Preparation of functional test procedures for loop testing when requested by client
  • Support the construction team and correspond to the site queries
  • Support the commissioning team and trouble shoot any system relevant problems
  • Requires extensive and independent contact with Clients, vendor’s representatives and project field personnel. Attend and participate in coordination meetings required
  • Direct and/or participate in job site visits to collect or deliver design and engineering data
  • Use engineering and design computer software to complete assigned work
  • Sharing the activities among the assigned team and ensuring that proper information are available at any stage of the work
  • Coordinating with the other instrument engineer and other discipline engineers for all the needs and technical aspect which can affect the design
  • Ensuring that all comments are consistent and are included in the drawings according to the applicable procedure
  • Assist when required in preparation of proposals and in presentations to prospective clientsCarry out technical investigations, produce technical reports as and when required
  • Assist in the developing and training of subordinate personnel


Qualifications
  • Degree in automation/control/process with 10-15 years experience in conceptual studies, FEED, detailed engineering, procurement and construction (EPC)
  • Experience of DCS / SIS / F&G systems, PLC, SCADA and communication networks
  • Experience of Build management System (BMS) will be an added advantage
  • Familiarity with conducting and implementing safety studies will be an added advantage
  • Project Management capabilities of control system works
