Responsibilities

  • Collaborate with Agency business teams to gather and understand business, operational, and citizen-facing requirements using human-centric approaches.
  • Apply Design Thinking and Service Design methodologies to analyse current-state challenges and design future-state digital solutions.
  • Evaluate and recommend technology solutions aligned with GovTech strategic directions, including cloud adoption, enterprise architecture, legacy modernisation, and Singapore Government Tech Stack (SGTS).
  • Determine suitable delivery approaches such as outsourced, co-sourced, or in-house development models.
  • Work closely with project managers, business analysts, solution architects, technical consultants, and vendors to deliver digital transformation initiatives.
  • Develop and manage user stories, functional specifications, technical requirements, and acceptance criteria.
  • Support deployment readiness, user adoption, and operational transition activities.
  • Analyse change requests, assess business impact, and recommend improvements to support evolving business needs.
  • Support incident resolution and collaborate with support teams to address operational and technical issues.
  • Assist the CIO and stakeholders in identifying opportunities and challenges for digital transformation initiatives.
  • Develop a strong understanding of Agency business operations to identify process improvement and transformation opportunities.
  • Manage project timelines, budgets, risks, and stakeholder communications across multiple projects.
  • Identify project risks and recommend mitigation strategies to ensure successful project delivery.
  • Engage and manage vendors to ensure delivery quality, compliance, and alignment with project objectives.
  • Ensure compliance with IT governance, security policies, quality standards, and development procedures.

Requirements

  • Diploma or Degree in Computer Science, Information Technology, Computer Engineering, Electronics Engineering, or related disciplines.
  • Minimum 4 years of relevant experience in project management, digital transformation, business analysis, or related roles.
  • Experience working in Agile and product-centric delivery environments.
  • Strong understanding of digital technologies, cloud solutions, enterprise systems, and modern software delivery practices.
  • Familiarity with Design Thinking, Service Design, and business process improvement methodologies.
  • Knowledge of AI tools and emerging digital technologies is advantageous.
  • Strong analytical, problem-solving, facilitation, and stakeholder management skills.
  • Excellent communication, presentation, and negotiation skills.
  • Ability to manage multiple stakeholders and projects in a fast-paced environment.
  • Experience in product management or digital product delivery is advantageous.
  • PMP or equivalent project management certification is an advantage.
  • Self-motivated, resourceful, and able to learn and adapt quickly.
