What you’ll have
1) General (all OPCMs)
· Ability to communicate effectively both verbally and in writing.
· Strong HSE and QA inclination a must.
· Must have prior experience as OPCM working in an offshore environment.
· Experience as Offshore Construction Manager an advantage.
· Tertiary education an advantage.
2) OPCM on Pipelay Vessel
· Minimum 15 years’ experience in subsea gas (oil) pipeline installations, preferably involving large diameter subsea pipelines.
· Experience in operation supervision and familiar with API1111 and DNV subsea pipeline standards.
3) OPCM on Trenching & Backfilling Vessels
· Preferable experienced and worked on previous offshore projects that involved trenching and backfilling works.

We’re looking for Offshore Pipeline Construction Manager (OPCM) to join our team in Singapore for a Pipelaying Project of Natural Gas Subsea Pipeline in East Asia. We welcome Offshore Construction expertise with the relevant experiences to join us for the various PMT positions.
Project Premises\:
250km x 36" Natural Gas Subsea Pipeline Project, Taiwan
To install a new Subsea Pipeline and Two (2) Onshore Receiving Facilities which to be commissioned by end of 2028.

What you’ll do
We are looking for an Offshore Pipeline Construction Manager (OPCM) to join our team.
The role responsibilities include:
General
· Represents Project Management Consultant (PMC) at designated Site.
· Interface with EPC contractor(s) to ensure adherence to the performance standards, drawings, and specifications.
· Provides oversight and day to day coordination with the EPC contractor(s) to ensure delivery as per contract.
· Monitor performance of the EPC construction work against the defined acceptance criteria, schedule and look ahead plan.
· Oversees the work of QA/QC and HSE site personnel.
· Ensures implementation of Management of Change procedure at site.
· Verifies and endorses EPC Contractor’s daily reports.
· Responsible for coordinating with Project Engineers, Quality Manager and HSE Manager to ensure that rotation of Site Representatives is effectively managed, and subsequently manage the agreed rotation cycles.
HSE Assurance
· Proactively supports and embeds Project’s Goal ZERO for HSE in Engineering, Construction, Pre-Commissioning, Commissioning and Start up activities.
· Provides guidance to HSE site representatives by clearly outlining the applicable HSE Management Systems, procedures, and safety programs to be applied in the project.
· Attends toolbox meetings at regular intervals and proactive reports/intervenes unsafe acts and unsafe conditions.
· Ensures that the EPC contractor complies with the HSE requirements of the EPC contract at site.
Quality Assurance
· Provides guidance to QA/QC site representatives on the applicable Quality Management System, procedures and quality program to be applied in the project.
· Ensures that the EPC contractor complies with the Quality requirements of the EPC contract.
Risk Management
· Supports Project Manager and Project Engineers to proactively manage the risks and provide daily update on any such developments.
· Ensures that all identified risks are properly reported to Project Manager and ensures that agreed mitigation plans for risks identified earlier are adhered to at Site.
Interface Management
· Ensure that all interfaces between COMPANY and EPC Contractor(s) are proactively managed at Site.
