[What the role is]

The Learning & Leadership Development (L&LD) Team is part of the People and Organisation Division (POD). We architect and drive innovative leadership solutions that enable GovTech to lead Singapore's digital government transformation. Through evidence-based frameworks and cutting-edge development approaches, we cultivate leaders who can navigate complexity, drive innovation, and deliver transformative digital services.

Working closely with Senior Management, we design and implement strategic leadership initiatives that align with GovTech's mission of engineering digital government to make lives better. Our team creates immersive learning experiences and developmental journeys that strengthen GovTech's agile, bold and collaborative culture while fostering an engaged workforce that delivers as one.

As a Senior Manager in the team, you will serve as a strategic partner in designing and implementing next-generation talent and leadership development interventions. You will shape innovative learning solutions that accelerate leadership capabilities across the organization while ensuring alignment with GovTech's digital transformation agenda and business priorities.

[What you will be working on]

Technical Expertise

  • The ideal candidate must possess strong instructional design expertise and demonstrate mastery of adult learning principles and methodologies.
  • The candidate should have proven experience in programme and project management, with excellent facilitation and presentation skills.
  • The ability to design and implement effective assessment and evaluation methods to identify impact is essential.
  • Leadership competencies are crucial for this role, including strategic thinking and execution excellence, stakeholder engagement and management skills, and change management capabilities.

Leadership Programmes Portfolio Management

  • Manage and execute flagship leadership development programmes, including reviewing and enhancing programme designs based on participant feedback and organisational needs
  • Conduct organisation-wide learning needs analysis using data-driven approaches
  • Oversee vendor partnerships, procurement processes and budget management for leadership development initiatives
  • Develop and maintain learning analytics dashboards to inform programme decisions
  • Develop new leadership development offerings aligned with strategic priorities

Talent Development

  • Partner with leaders to identify and nurture emerging talent within the organisation
  • Support succession planning processes through talent assessment and development
  • Facilitate career conversations and provide guidance on development planning
  • Create individualised development plans for high-potential employees

Stakeholder Engagement

  • Build and maintain relationships with senior leadership to ensure programme alignment
  • Collaborate with external learning partners on programme improvements and innovations
  • Partner with Leaders and HR Business Partners to support talent development needs

[What we are looking for]

Experience

  • A minimum of 8 years of experience in leadership development is required, with specific experience designing and delivering programs for different levels of leadership.
  • The candidate should have experience working with leadership frameworks and tools
  • A proven track record in building organizational capability through learning interventions
